LAS COLINAS ASSOCIATION

                        STAFF ACTIVITY REPORT

                                                                         JUNE, 2003

 

ARCHITECTURAL CONTROL

 

·         93 items were considered by the ACC; 81 items were approved and 12 items were deferred or disapproved.

·         8 new homes were approved (two in Cottonwood Valley, five in University Park and one in Hackberry Creek).

·         Two new commercial projects were approved:  The Lofts at Las Colinas, a multi-family project located just

east of Williams Square; and a permanent facility for Independent Bank of Texas (Beltline and Story Roads).

·         $5,020 in submission fees were collected during the month of June.  $33,280 collected year-to-date.

 

COVENANT ENFORCEMENT

 

·         136 issues resolved and 832 properties are currently being pursued.  Six have been referred to legal counsel.

                                         

COMMON PROPERTY

 

·         Cycle four mowing enforcement was completed this month.

·         Summer color rotation was completed.

·         The stone planter near O'Connor Boulevard and Northgate Drive was extended.

·         Several repairs were made to common property stone walls throughout the Las Colinas development.

·         Tree pruning was started in park areas.

 

ALARM MONITORING/PATROL

 

·         A meeting of Las Colinas area security managers was hosted by the Association.  The group will continue to hold meetings on a regular basis.

·         Patrol began responding to alarms at Ensenada Apartments (per their request).

·         Dispatch processed 2,943 alarms and Patrol responded to 386 incidents (as of 6-26-03). 301 incidents were deemed as “false alarms”.

 

COMMUNITY RELATIONS

 

·         A meeting of the Residential Liaisons was held on June 20th at the National Scouting Museum.  Seven of the ten villages were represented.   The consensus of the group was not to host a Residential Member Forum similar to the recent commercial forum, but that each village would assemble a group of three to five representatives to discuss issues and assist in determining how the Association covenants and deed restrictions might be changed.

·         Monitored and discussed several City of Irving related issues with City Council members (Northgate Drive zoning case, status of the convention center project, and the Urban Center July 4th Concert/Firework Show).

·         Helped coordinate the Las Colinas exhibit for the downtown Irving Heritage Festival (June 14th).

 

FINANCE AND ADMINISTRATION

 

·         Collected 64.27% ($5,663,961) of the 2003 assessments (as of 6-30-03).  Invoices were mailed on May 28th.

·         Completed 36 statements of account, 18 resale certificates, and three estoppel certificates in June.

·         Database maintenance included 77 property ownership changes and 158 updates.

·         Preparing IRS 5500’s for Pension Plan and Cafeteria Plan which are due on July 31st.

·         Proxies for Supplementary Declaration 157 were mailed on June 9th.  15,032,662 votes have been recorded as of June 30th (14,567,408 voting in favor of the amendment, 308,118 against, and 157,136 abstaining).  23,620,302 votes are needed for a quorum and 28,344,362 are required for approval. 

·         Met with State Representative Linda Harper-Brown to follow-up regarding the lobbying process and state legislation that impacts property owners associations.
